Mandate from Heaven

We awoke last Sunday to a thick blanket of snow that covered the entire city. Beijing isn't exactly known as a snowy city and especially not during this time of year. But, we soon learned that the snow had been induced by the central government's Weather Modification Bureau. They seeded the clouds... again.
